    ‘70 लाख करोड़ रुपये’ का मतलब क्या होता है, देश की अधिसंख्यक जनता इसका अनुमान भी नहीं लगा सकती। यह इतनी विशाल राशि है कि यदि इसे भारत के सबसे गरीब 7 करोड़ परिवारों यानी 40 प्रतिशत लोगों में बांट दिया जाए तो हर गरीब परिवार को लगभग दस लाख रुपये मिलेंगे। इस संबंध में एक और तथ्य यह भी है कि इस राशि के मात्र 15 प्रतिशत हिस्से से पिछले 60 वर्षों में लिये गये भारत के सारे विदेशी कर्ज चुकाये जा सकते हैं। मंदी से जूझ रहे देश के लिए इस पैसे का मिलना किसी वरदान से कम नहीं होगा।
    एक समय था जब स्विस बैंकाें या ऐसे ही अन्य विदेशी बैंकों से कोई जानकारी लेना असंभव था। लेकिन अब ऐसा नहीं रहा। अमेरिकी राष्ट्रपति बराक ओबामा ने अमेरिका की मंदी समाप्त करने के लिये इन्हीं स्विस बैंकों से अमेरिकी धन वापस लाने की पहल की है। अमेरिकी दबाब के आगे स्विट्जरलैंड (स्विस) सरकार ने कोई ना-नाकुर नहीं की और उनके कहे अनुसार कदम उठाने को तैयार हो गई है। इससे भारत के लिये भी रास्ते खुल गये हैं। भारत सरकार को भी अपने रुपयों को वापस लाने के लिये अमेरिका की तरह पहल करनी चाहिए थी। किन्तु भारत सरकार ने अभी तक ऐसा नहीं किया है। शायद ऐसा करने से भारत के कई ऐसे सफेदपोश लोगों की करतूतें सामने आ जाएंगी, जो सरकार में खासा प्रभाव रखते हैं। अगर ऐसा नहीं है तो फिर क्यों सरकार ने ये जानकारी नहीं प्राप्त की? सरकार की निष्क्रियता इस मामले में उसकी नीयत पर सवाल उठाने के लिए विवश कर रही है।

    लेकिन अभी सब कुछ खत्म नहीं हुआ है। सरकार चाहे तो अब भी इस मुद्दे को आगे बढ़ा सकती है। लेकिन हम जानते हैं कि सरकार यह तब तक नहीं चाहेगी जब तक उस पर जनमत का दबाव नहीं पड़ता। जब राजसत्ता संवेदनशून्य हो जाए तो समाजसत्ता की जिम्मेदारी बढ़ जाती है। इस मामले में भी स्थितियां ऐसी ही हैं।

    अभी चुनाव का वक्त है और इस समय इस मसले पर जनता काफी कुछ अपने तरफ से कर सकती है और कम से कम भ्रष्ट नेताओं पर तो नकेल कसने में सफलता पाई जा सकती है। एक बार अगर भ्रष्ट नेताओं पर लगाम लग जाए तो दूसरों के भ्रष्टाचार को उजागर करना आसान हो जाएगा। क्योंकि भ्रष्टाचार के जड़ में तो सियासी लोग ही हैं। जब जड़ पर चोट की जाएगी तो दूसरे हिस्से तक इस मार का असर स्वाभाविक रूप से पड़ेगा। ऐसे में देश की आम जनता, प्रबुध्द जनों, पत्रकारों, सामाजिक कार्यकर्ताओं और देश व समाज का भला चाहने वाले सभी लोगों को निम्न बातों को सुनिश्चित करने के लिए अपने-अपने स्तर पर कुछ न कुछ करते हुए जनदबाव बनाना चाहिए:-

    1. हमें इस बात के लिए दबाव बनाना चाहिए कि राजनैतिक दल वैसे ही लोगों को उम्मीदवार बनाएं जो बाकायदा हलफनामा दें कि उनका स्विस बैंक या ऐसे ही अन्य किसी बैंक में गुप्त खाता नहीं है। इसके अलावा हलफनामें में उम्मीदवार यह भी घोषणा करे कि मैं चुने जाने के बाद गुप्त खातों में जमा रकम को वापस लाने के लिए कानून बनाने का प्रस्ताव लाऊंगा या ऐसा कोई प्रस्ताव आने पर उसका समर्थन करूंगा।

    2. सभी लोग अपने मत की ताकत को समझते हुए नेताओं से साफ तौर पर यह कह दें कि वे वैसे प्रत्याशी को ही अपना मत देंगे जो हलफनामा दाखिल करके यह घोषणा करेगा कि स्विस बैंक या अन्य किसी ऐसे बैंक में उसका खाता नहीं है।

    3. हम सब को स्विस बैंक में जमा काले धन की बाबत अपने-अपने स्तर पर आम जनता के बीच जागरूकता फैलाने का काम करना चाहिए। जनजागरण होने के बाद ही ऐसा जनदबाव कायम हो सकेगा जिसके बूते आर-पार की लड़ाई लड़ी जाएगी।

    स्विस बैंक और दूसरे ऐसे बैंकों में जमा काले धन के मसले को राष्ट्रीय स्वाभिमान आंदोलन जनहित से जुड़ा एक बड़ा मसला मानता है। इस संबंध में आंदोलन समविचारी संगठनों और व्यक्तियों को साथ लेकर ‘जनजागरण अभियान’ चला रहा है। विदेशों में जो विशाल धनराशि जमा है, वह भारत के लोगों की गाढ़ी कमायी है। जिन लोगों ने इस पैसे को विदेशी बैंकों में जमा किया है, वे भारत के दुश्मन हैं। न केवल हमें अपने पैसे को वापस लाना है, बल्कि उन सभी लोगों को दंडित भी करना चाहिए जिन्होंने अपने देश से गद्दारी की है। इस मसले पर राष्ट्रीय स्वाभिमान आंदोलन किसी को भी समर्थन देने और किसी का भी समर्थन लेने के लिए तैयार है। क्योंकि इससे पूरे देश का भविष्य जुड़ा है।
